Hello! Ive sort of a weird question. So I read that while there are shops of just about anything, some of them are empty because there aren't enough NPCs (correct me if I'm wrong!). If Kaneki went to a coffee shop/restaurant that happened to have no NPC there, would there still be coffee and food there?

And could he just like, take over? Make coffee there, cook, and basically become the owner of the place?
