with regards to devices, can i just clarify re: usernames and network IDs — are usernames a one-time thing, or can characters change them as and when?

tangentially related, as it states that are devices are not keyed to a specific user, where would characters stands with regards to either: getting a second device, and/or if they desired to create a second user ID for ... reasons, would that be feasible?
