Vampire characters would be able to feed from the NPCs. If you wanted, you could also play with the idea that while it satisfies their hunger most of the time, occasionally it won't for no obvious rhyme or reason!
There are day/night cycles in the city, although some events glitches may interrupt or change them from time to time. For whether it would behave like normal sunlight with regards to vampires, that's up to you! As above, if you want to make it variable — sometimes it affects them normally and sometimes not — that's also fine. Confusions like that just add to the mystery...
